High Country Behavioral Health is responsible for overseeing Community Services Block Grant (CSBG) funds that assist in reducing poverty, improving living conditions and increasing economic self-sufficiency in Lincoln County. As a pre-requisite to receiving these funds, Lincoln County must complete a Community Needs Assessment every three years. High Country Behavioral Health will use this needs assessment to prepare their three-year Community Action Plan.
Needs on the assessment include:
• The extent of poverty in Lincoln County that includes data specific to poverty and its prevalence related to gender, age and race/ethnicity for Lincoln County;
• The cause and conditions of poverty and factors that intensify poverty;
• Public and private human service agencies and resources that are available to offset the impacts of poverty;
• Gaps in services to the low income;
• Priorities for meeting the needs of the low income;
• Barriers in providing services to the low income; and
• Qualitative and quantitative data analyzed according to North Lincoln County and South Lincoln County.
Four strategies are used in obtaining the information:
• Surveys distributed to low-income clients of community agencies that serve the low income;
• Surveys distributed to approximately 140 community agencies;
Dialogue on Poverty community meetings that will be held throughout Lincoln County
and include the following:

• Tuesday, March 22, 2022, Afton Civic Center, 150 S. Washington Street, Afton WY 2:00 p.m.
• Tuesday, March 22, 2022, Star Valley Community Center, 107736 Hwy. 89, Etna WY 6:00 p.m..

The purpose of these meetings is to determine individual needs of the low income, perception of poverty in the community, gaps in services and potential solutions to meet those needs and gaps.
• Local, state and regional data resources are researched for key demographic information as related to poverty and the economic conditions in Lincoln County.
• Final results of the needs assessment will be discussed with the Lincoln County Tripartite Board.
High Country Behavioral Health and the Lincoln County Tripartite Board are asking the community to assist with this project by completing the surveys and attending the Dialogue on Poverty community meetings.
