JACKSON (WNE) — A 41-year-old fairgoer from Texas was arrested Friday around 11 p.m. after a bystander reported the man for surreptitiously taking pictures of a juvenile girl.
William Brennan of Sulphur Springs, Texas, has been charged with attempted voyeurism, a felony.
In an affidavit filed in Teton County Circuit Court, Corporal Paul Jacobson of the Jackson Police Department said a bystander approached him while he was patrolling the Teton County Fair on foot Friday evening.
The witness said that while he was waiting in line for a carnival ride, he allegedly noticed Brennan standing behind a child and taking photos of her lower body.
The document filed in court does not identify the alleged victim, but estimates her age to be between 7 and 8. The witness told Jacobson it appeared that Brennan was trying to photograph inside the child’s clothing.
“The witness described Brennan as holding his phone at a low angle near the girl’s buttocks, with the camera lens pointed upwards directed at the juvenile’s intimate areas,” the document states.
Brennan then allegedly sat down on the ride directly next to the juvenile girl, at which point the witness snapped a picture of Brennan. When the ride concluded, the witness found Jacobson, who along with two other officers began to search for Brennan.
They soon located Brennan standing in line for a different ride behind the same girl, out of her line of sight. Court documents state officers stood a few feet behind Brennan and witnessed him taking pictures of the girl in a manner similar to that described by the witness.
When approached by Foster, Brennan quickly placed his phone in his pocket.
Court documents state Brennan declined to cooperate with police prior to his arrest and did not consent to a search of his phone on the scene.
