Commissioners approve first phase of development near SV Ranch

• Future phases contingent on agreement with Town Council

During the regular Lincoln County Commission Meeting on Wednesday, February 4, the Lincoln County Commissioners voted unanimously to approve first phase construction of the Mountain Estates Subdivision. The proposed development is classified as a major subdivision nearly 76 acres in size that would include 65 single residence lots and 52 town homes. The goal of the subdivision is to provide more affordable, single family style housing to the community. The location is adjacent to the northwest corner of the Town of Star Valley Ranch next to Vista West Drive. The subdivision would be accessed from two access points on Muddy String Rd.

Developers of the project currently have seven phases planned for construction, lasting for the next several years. Just the first phase was approved by the commission due to ongoing negotiations between the developer and the Town of Star Valley Ranch. The commission’s approval of future phases was contingent upon the two sides reaching an agreement. At issue is a proposal for access to the development from the town owned West Vista Drive.

During public meetings from both the town and county, Star Valley Ranch Town Council members expressed their concern regarding increased traffic, noise and dust along with wear and tear on the town’s road. A suggestion was made that a crash gate, or emergency only access be given, to which the council had additional concerns such as maintenance and accessibility during winter months. Mayor Ru Rok called for more information to be presented before making a decision.

In the meantime, the developer of the subdivision stated to both the Star Valley Ranch Town Council and the Lincoln County Commissioners that he did not request nor does he need access from Vista West Drive for the development, but rather the access was suggested by the Mid Valley Fire District and Lincoln County as it would provide for better response times in the event of an emergency. Ultimately it will be up to the Town Council to deny or approve the access in any form.

Following all public comment and various minor changes to the proposal, Commissioner Mel Shumway made a motion to approve the subdivision, with the condition that the developer and Town of Star Valley Ranch come to an agreement before phase two proceeds. The motion was seconded by Commissioner Bowers and then unanimously approved.

The developer expects construction on the project to begin this year. Phase One would lie along the south and southeast corner of the subdivision and does not border the portion of Vista West where access would be given, if approved in any form.
