The Thayne Town Council convened on October 8, 2025, beginning with the Pledge of Allegiance and a prayer expressing gratitude for the community. The minutes from the previous meeting were approved, alongside the agenda for the current session. The council addressed an Open Container Permit application from Alejandro Perez for a birthday party at the community center, which was approved with a fee of $50.

During the meeting, a public hearing was held regarding a building permit for ER Development LLC for the Meadows of Star Valley on Rusty Spring Lane, which was approved as it met all requirements. The Mayor expressed appreciation to Sunrise Energy for painting their mowing shed, reflecting the community’s collaborative spirit. Judge Lawton shared insights from a recent judicial conference, noting he was grateful for the work he has to do in comparison to other judges. He also mentioned that the addition of Police Officer Muhammad Mirza has increased his workload.

Updates on ongoing projects included Cade Smith from Sunrise Energy discussing the East booster generator installation, with the concrete pad and conduits already in place. He also reported on the North Sewer project, where an aerial survey had been completed, and new designs are expected once easements are finalized. Additionally, the wastewater meter was pulled due to the end of the summer surges.

In the Parks and Recreation segment, Councilman Joe Heward reported on the conclusion of the football season, noting balanced teams and plans for field improvements. He highlighted that 13 volleyball teams had signed up and discussed arrangements for the ski club, considering alternative locations for participants. Councilman Lenny Pelletier had no updates, while Councilman Justin Visser was absent. Councilwoman Nikole Passey provided an update on the booster pumps, stating they are awaiting the completion of the vault for Bear Hollow.

The council reviewed Ordinance 407, with Councilman Heward requesting to postpone the third reading until next month. Ordinance 408, which pertains to the request for compensation for council members to be increased to $125 per meeting, applicable only to future councils. A resolution from Alpine was approved, calling for county commissioners’ meetings to be broadcast for greater transparency. The council also noted that Star Valley Health had missed a payment and will need to make a payment of $270,000 in owed interest, which continues to accrue, with the funds intended for a project within Thayne.

The meeting concluded with a review of the town’s financial status, including interest from certificates of deposit and various expenses, followed by the approval of checks and payment of bills.
