Afton Town Council unanimously approves Silver Brooke Estates Development

The Afton Town Council unanimously approved the Silver Brooke Estates development on Tuesday evening. While the project received a favorable recommendation from the Planning and Zoning (P&Z) Board, it comes with several important conditions.

These conditions, which were discussed at the council meeting, include stipulations related to vehicle circulation, highway access points, and impacts on local streets such as Warrior Way, Swift Creek Lane, and Kennington Burton. Additionally, the development must incorporate crosswalk signage and pedestrian safety measures.

A detailed traffic study was conducted to evaluate how the proposed development would affect the already-busy thoroughfares.

Before the meeting, Violet Sanderson clarified that the financial responsibility for all infrastructure improvements falls entirely on the developer. “Any direct impacts…are borne by the developer, 100%,” she emphasized. The approval process for major subdivisions follows a preliminary phase, leading to a developer’s agreement that requires a bond covering 125% of project costs.

Addressing rumors about an out-of-town developer, Sanderson confirmed that local developers will manage the project. The land was previously held in a Texas trust, which caused some confusion within the community. Over the past three months, the development’s approval process has undergone close scrutiny, with pre-application meetings focusing on sufficient utility capacity to accommodate expected population growth.

Though residents expressed concerns about increased population and service demands, Sanderson reassured them that necessary infrastructure enhancements will be funded by the developers. She noted that the town’s ability to provide additional services, such as police and fire, will be supported through property and sales tax revenues that rise with population growth.

“The way we fund those services…is based on residential population,” she explained. As the community expands, increased tax revenues will help alleviate any additional costs.

Sanderson expressed confidence in the thorough review process conducted by her office and the P&Z Board. “There’s been a lot of research and review…you have to look at this as a holistic approach,” she stated.

With the town’s growth and development generating significant interest, Sanderson encourages residents to stay engaged and informed.
