Work continues on the Lincoln County Transportation Master Plan with the next step involving the county’s planning office.
Lincoln County Engineer Amy Butler has helped facilitate workshops with Avenue Consultants and the LC County Commission to review and prepare the draft Transportation Master Plan.
Workshops have included the plan’s scope, key recommendations, and alignment with county priorities.
“The feedback received during the workshop was constructive and has helped shape the next steps in the process,” Butler reported. “At this stage, we are awaiting action from the Planning Office to initiate the formal process of integrating the Transportation Plan into Lincoln County’s Comprehensive Plan.”
The plan will come before the county planning process in the new year.
“Based on current timelines, it is anticipated that the proposal will be presented to the Planning & Zoning Board at their meeting on Jan. 21, 2026, where they will consider initiating a 30-day public advertisement period to allow for initial public review and comment.” Butler explained.
“Following the advertisement period, a public hearing is scheduled for Mar. 18, 2026, during the Planning & Zoning Board meeting. This hearing will provide an additional opportunity for community members and stakeholders to offer input on the plan,” she explained. “If the Planning & Zoning Board recommends adoption, the Transportation Plan will then proceed to a 14-day final advertisement period, after which it will be presented to the county commission for formal consideration at their meeting on May 6, 2026.”
Butler cautioned the dates are tentative and may be subject to change based on scheduling, procedural requirements, or other factors.
She said, “In regard to any formal announcement of plans by the Commission, this will need to be discussed with the Board as part of their review and decision-making process.” Budgeting will factor in to further plans. “Any implementation of the Transportation Plan will be contingent upon budgetary considerations, which will be evaluated and addressed during the Commission’s deliberations,” Butler concluded. “I remain committed to advancing this important initiative and am eager for the Planning Office to begin the formal process so we can continue moving forward.”
