• Land stability in question for the proposed 46-acre site

The proposed Turley Annexation request drew stiff community opposition at an Alpine Planning and Zoning (P&Z) meeting on July 28.

The proposal was submitted by  Steven C. Turley, Alpine Property Holdings Group, LLC and Premier Realty Investments, LLC.

The proposed annexation includes 46.35 acres of land located in Section 29, Township 37 North, Range 118 West, Lincoln County, Wyoming, adjacent to the Town of Alpine.

Comments at the July P&Z hearing focused on the stability of the mountainside where the housing will be constructed.

Additional concerns expressed inquired about adequate water and sewer services and safety related to additional traffic associated the proposed subdivision.

A petition opposing the project also centered the same concerns. That petition had 550 signatures  in opposition as of July 30.

Drawing attention to the stability of the project on the hillside, the petition referenced previous regional landslide problems at Budge Drive in Jackson, Big Fill on Teton Pass, Porcupine Creek in Greys River and slides in the Snake River Canyon in 1997, 2011 and 2019.

The combined expenses associated with the slides were estimated to cost $58 million according to the petition.

The petition stated, “No comparable residential development exists anywhere in Teton or Lincoln counties on terrain this steep, complex and geologically unstable.”

The petition asked that annexation not be considered before Alpine’s 2026 Master Plan is finalized.

A public hearing on the Alpine Draft Master Plan was scheduled as part of the Aug. 4 Town Council meeting.

The resolution for the petition could come before the Alpine Town Council Aug. 18 when a hearing date for the petition will be established.
