Kemmerer City Administrator Brian Muir informed the Kemmerer City Council at its regular meeting Monday evening that dates have been set for the erection and dedication of the JC
Penney statue that was given to the city by the JC Penney company. He said that, weather permitting, the statue will be erected at the southeast corner of Triangle Park no later than the
second week of August. Muir also said there are discussions about conducting an annual “JC Penney Golden Rule Day.” The ceremony in August would honor donors and JC Penney
officials. Muir said there will likely be a walking tour after the dedication, and someone would dress up as JC Penney and talk about the history of the first store in Kemmerer. He said there
may also be music, booths and games. Mayor Bill Thek suggested that JC Penney Golden Rule day be held on the last Saturday in August. Councilwoman Jamie Thornock also
suggested that JC Penney Golden Rule day be held annually every last Saturday in August. The council unanimously approved this date for the dedication.

In other new business, the council approved a cleaning contract with Outlaw Supply, established a Kemmerer/JC Penney fund for all the donations that have been collected for the erection and dedication of the JC Penney statue, and financing for the heating and air conditioning upgrades at the Kemmerer Recreation Center. Kemmerer police chief Mike Kahre presented Life Saving recognitions to two Kemmerer police officers. He recognized officer Josh Hagler for quickly responding to, and giving CPR to a Diamondville woman last December, which saved her life. He also recognized officer Kale McGee who, while off-duty, came across a car crash on highway 30 southeast of Kemmerer this past April. He discovered a Kemmerer man entangled in a fence and turning
purple. He freed the man from the fence and administered CPR until EMTs arrived.
