Alpine Lakes agreement approved by town council

The Alpine Town Council met on June 2, 2026, at Alpine Town Hall. Mayor Eric Green presided over the meeting.

Agreement Approved for Alpine Lakes Addition

The Town Council approved an Agreement between the Town of Alpine, Palisades Investments, LLC, and The J.M. McSweeny Revocable Trust regarding the proposed annexation and future development of approximately 61 acres adjacent to the Town.

Council members discussed the fiscal impacts of future growth, infrastructure planning, and the distinction between approving an annexation agreement and approving annexation itself. Staff explained that the agreement establishes the framework for future consideration and does not constitute annexation approval. The agreement was approved by a vote of 4-1.

Land Use Development Code Redesign Discussed

The Council discussed consultant proposals for a comprehensive redesign of the Town’s Land

Use Development Code (LUDC). Discussion focused on project costs, available funding, and coordination with the Town’s ongoing Master Plan update.

While Council members expressed support for modernizing the development code, no formal action was taken during the meeting.

Annexation Petition Certified

The Council approved Resolution No. 2026-027, certifying the annexation petition submitted by Dry Dog Development, LLC for the proposed Alpine Apex  Annexation. Staff confirmed the petition met statutory requirements and scheduled a public hearing for July 7, 2026.

Alpine Flats Permit Extension Request Denied

The Council considered a request from Alpine Flats for a twelve-month extension of permits associated with Buildings 3 and 4. Following discussion regarding project timelines and permit history, the request failed to receive approval.

Planning and Zoning Meeting Schedule Updated

The Council approved Resolution No. 2026-029, amending the official meeting schedules for the Planning and Zoning Commission and Design Review Committee. The updated schedule provides for additional meetings during the peak building season to better accommodate development activity and project review.

Open Burning  Ordinance Tabled

The Council reviewed the second reading of Ordinance No. 2026-004 regarding regulations governing open burning, recreational fires, and outdoor fires.

Following discussion related to fireworks provisions and enforcement considerations, Council voted to table the ordinance for further revisions before proceeding to a future reading.

Employee Policy Amendments Approved

The Council approved Resolution No. 2026-028, amending the Town of Alpine Employee Policy and Procedure Manual regarding severance provisions for the Clerk/Treasurer position and updates to payroll scheduling procedures.

Council discussion focused on maintaining continuity within key administrative positions and clarifying existing payroll practices.

Infrastructure Funding Priorities Established

The Council considered project priority designations requested by the Wyoming Office of State Lands and Investments (SLIB) for the Town’s current funding applications. SLIB requested that the Town formally identify which project should be designated as Priority #1 and Priority #2 in advance of an upcoming Board meeting.

Following discussion regarding the Town’s infrastructure needs, Council designated the Well #4 Improvement Project as the Town’s Priority #1 funding project and the Sanitary Sewer Project as Priority #2.

Council members discussed the importance of maintaining a reliable water supply system through improvements to Well #4 while continuing to pursue funding opportunities for long-term wastewater infrastructure improvements. The Council also directed staff to prepare a letter supporting the Town’s project priorities for submission to SLIB.

Public Comment: Several community members addressed the Council during public comment.

Topics included annexation concerns, water and sewer capacity, transparency in government decision-making, long-range planning, and ongoing infrastructure projects.

Next Meeting: The next regular meeting of the Alpine Town Council is scheduled for June 23, 2026, at Alpine Town Hall. Community members are encouraged to attend and stay involved in local government matters.
