The Thayne Town Council met on August 19 approving a lot-combination application, reviewing infrastructure projects and considering a proposed dairy-farm building within town limits.
The council approved Brent and Jamie Bennett’s application to combine Lots 9 and 10. Members also welcomed Sarah Daniel as the town’s new assistant clerk.
Curtis Haderlie of Haderlie Farms spoke about his request for a building permit for an upgraded milking barn and milk-processing facility. Haderlie said the current wooden facilities are deteriorating and that the project would provide a cleaner, more functional space for the farm’s small dairy operation.
The planned building would have a Swiss-inspired design and could eventually include an apartment and employee housing on its upper floors. Haderlie asked the council to allow a standard septic system designed by an experienced local installer rather than requiring an engineered design.
“We are milking five whole cows,” Haderlie said, arguing that the facility’s wastewater volume would be limited.
Town representatives said the project could be considered a commercial use because it includes a milking operation, storefront and potential residential space. Engineering staff explained that a commercial septic system within town boundaries would likely need to be reviewed by the Wyoming Department of Environmental Quality and submitted with an engineering stamp.
The council did not make a final decision on the permit, saying members needed time to review the plans and regulatory requirements.
Council members approved payment of $7,478 to WS Construction, releasing retainage for the completed East Booster pump-station backup generator. The project was funded through a mineral royalty grant with a 50 percent town match.
Engineering staff said final easements are still being prepared for the North Sewer Line project. The town is also moving ahead with a sewer-lagoon repair application and plans to hold a public meeting next month.
Parks and Recreation reported that new shade canopies were installed at the playground, fulfilling a top request from recent public forums. The council also discussed potentially leasing GPS-guided equipment to paint athletic fields more efficiently.
The council selected a fire-truck mural concept for a downtown photo opportunity, awarded the license-plate mural project to Monty Robertson and referred the shed-mural decision to the beautification committee. Members also reviewed options for replacing 29 downtown street lamps with dark-sky-compliant LED fixtures.
