Brian Muir, Administrator for the City of Kemmerer, called into the Weekday Wake-up on SVI Radio on Thursday, August 14 for his monthly report. Muir touched on the upcoming J.C. Penney Golden Rule Day, potential planning and zoning changes and working with the Town of Diamondville on a new comprehensive plan.
(0:00) And joining me live over the phone right now is Brian Muir, Kemmerer City Administrator, (0:04) with his monthly report from Kemmerer and Southern Lincoln County. Brian, (0:08) good morning. How are you today? Wonderful.
How are you? Hey, doing all right. Doing just well. (0:15) Maybe we’ll get some rain over the next day or two.
Maybe? Maybe. Fingers crossed, huh? (0:22) Not looking like it down here. No, it’s not.
(0:25) There was a lot of wind last night, and I thought it kind of threatened a little rain. (0:31) We’re still in a dry spell, it looks like. Yeah, it keeps getting blown to Nebraska, (0:34) I think, is what’s going on.
Yeah, there you go. (0:37) Yeah. Well, appreciate your time, as always, Brian.
A couple of events coming up, of course, (0:42) the Kemmerer’s annual Golden Rule days on the way in just a few weeks. (0:48) That’s right. It’s August 28th.
It starts at actually 4 p.m. Every year now, we have this (0:57) JCPenney expert. He’s written a book about JCPenney, does a historic tour of the JCPenney (1:05) locations. I learn something new every year.
I go to it. And then at 6 o’clock is the dinner. It’ll (1:12) be served by the City of Kemmerer, Mayor and Council, as well as the Town of Dynamoville and (1:22) the Lincoln County Commissioners.
They’re all going to be invited to participate and serve the (1:29) people the food. It’s a great occasion for our community, and we appreciate the support people (1:36) have. I would like to say, Duke, that we still need some nominations.
We have this annual award (1:47) for Dynamoville and for Kemmerer just to nominate people for the Golden Rule award, (1:52) which is for people who’ve done outstanding service in their community. So we’re still (1:56) waiting for those nominations to come in. We need to have them by August 22nd.
And (2:01) Kaylynn Williams, who is our new community events coordinator, can be emailed at (2:09) kwilliams at Kemmerer.org. So if that’s possible, we need to get those nominations coming in soon. (2:19) Yeah, absolutely. So you said the deadline.

I’ll go out on a limb. I think it might have been Clint Bowen in Diamondville. (3:02) I can’t remember for sure, but that’s what I recollect.
So, boy. (3:08) No, fantastic. (3:09) If I’m wrong, I’m sorry.
(3:10) Well, I prepped you 0% for that question. So it’s all good. It’s all good.

Brian, you’re this morning Kemmerer City Administrator here on (3:41) the Weekday Wake-Up. Also, of course, things are continuing to click along with Terra Power. (3:47) I understand they have an open house coming up this Monday in Kemmerer, if I’m not mistaken, right? (3:52) Yes, they do.
It’s Monday. It’s at the Lincoln County Events Center at 5 o’clock to 7 o’clock. (3:59) It’s an open house format.
And so just to update people on what’s going on, I’m sure Rita Meyer (4:06) will be over there. And she and some folks will be here from Terra Power to update people on (4:15) the exciting happenings and answer questions, of course. (4:19) Perfect.
This upcoming Monday. Brian, what else is happening in the City of Kemmerer or (4:24) Southern Lincoln County you’d like to bring up this morning and mention today? (4:27) Well, we had kind of a whipsaw of emotions when our Kemmerer Gazette (4:36) was shut down and went out of business. But I’ve heard, as early as this morning, (4:42) I got up and saw on the Casper Star that it’s actually back in business again.
Rob Hicks is (4:51) rehiring staff and it’s going to pretty soon be back in business. So we went from a real low (4:59) to back to a high again. So we’re excited.
We didn’t want to lose any. We’ve been on a good (5:06) clip to keep the businesses coming to town and in the downtown triangle. And we didn’t want to (5:12) lose our core news media and our community.
And I think it’s a good statement for the importance (5:22) of freedom of the press in our communities, in our rural communities. And we’re excited to (5:26) have them still on board with us. Yeah, absolutely.
And to have it (5:31) owned by a Wyoming group in the state of Wyoming is a big deal. (5:36) Yes, it is. And I could touch one other thing.
There’s a zoning board meeting this week (5:43) on the 19th that we’re going to discuss potential rezone of some city property just adjacent to (5:50) the Justice Center, east of the Justice Center, over there to Light Industrial. We have potential (5:57) people coming that are interested in that property. And so we’re excited about that.
(6:03) And we’re also speaking of our future and our comprehensive plan. The last time we did our (6:07) comprehensive plan was back in 2018. And you want to do that about every five, I’ve heard, (6:15) seven to eight years, you know.
And so we’re ready to start that process. And Allison Tompkins, (6:22) our planner, will be here next week with a joint meeting of the Kemmerer City Council, (6:27) special meeting focused on this and the zoning board to discuss that comprehensive plan. It’s (6:32) on Wednesday at the event center.
And that’s going from four till nine. People can actually (6:39) come and observe. It’s actually more observing than anything, but we welcome people to come look (6:47) and listen to that meeting.
And I assume that this is to kind of prepare for the future seven, (6:54) eight to 10 year outlook for Kemmerer-Diamondville infrastructure needs growth, all that kind of (6:59) stuff, right? Yes. Yeah. Future land use and transportation maps as well will be looked at and (7:05) what kind of annexation we may want to have.
Well, if it was most recently done in 2017, 2018, (7:13) yeah, the future’s changed a little bit since then for Kemmerer-Southern Lincoln County. So (7:18) certainly a good time to do that again. Remind us the dates again on that for the public to (7:24) So that’s Wednesday, the 20th of August at the Lincoln, South Lincoln events, (7:30) training event center from four till nine.
