• Planning and Zoning meeting is Tuesday at 6 p.m. at county courthouse
Two potential zones for temporary workforce housing to provide living quarters for workers related to the major construction in Kemmerer will be part of the planning and zoning meeting scheduled for Tuesday evening. City Administrator, Brian Muir, spoke with SVI about the meeting and how residents can come and provide input.
“We’re simply creating language and working with the zoning board to get some direction and flexibility to create a conditional use permit,” Muir explained to SVI. “Should some of those hubs be approved. We don’t even know if we are going to have a workforce hub. It depends on what is going on with our housing and how things play out.”

Muir said there are two locations for potential workforce hubs or “man camps” in the current language.
“One is a 60-acre piece by Cowboy Trucking and the other is a 100-acre piece by the [Lincoln County Justice Center]. We had good feedback from the community and the zoning board is welcoming any questions to address any concerns.
The meeting is scheduled for 6 p.m. on Tuesday June 16 at the Lincoln County Courthouse in Kemmerer. Muir described some of the feedback received by residents so far.
“Some concerns have too do with the traffic and how it might increase,” he said. “And the potential crime increase. The proximity and a buffer between the workforce hub and any other kind of permanent residential area. Those are some of the criteria. It’s a very complex issue that the zoning board is prepare to handle.”
Muir also noted that the city received a surety bond which was approved by council as well as a letter of credit to allow Grade Tech contractor based out of Salt Lake City the ability to begin other projects.
“They have mobilized and are starting to work on the stormwater pollution plant,” he continued. “There is equipment for the 78 homes that will eventually be out there. The same company, Grade Tech, they are trying to get ready as well near Canyon Road. They are hoping to start building some of those apartments this summer.”
Additional notes from the council was the passing of the 2026-27 fiscal year which will provide for street maintenance as well as two new police officers. Muir said advertisements for those positions should be seen soon.
